R.A. (Rafael) Boasman
Member of the Integrity Chamber
R.A. (Rafael) Boasman is a member of the Integrity Chamber of Sint Maarten. He was appointed in January 2019 for a term of three years.
Boasman is a government administration and labour expert. He has served St. Maarten in various governmental posts, most notably as prime minister from 24 November 2017 to 15 January 2018. He was also justice minister from 20 December 2016 to 15 January 2018. Prior to those two posts, Boasman served as Minister of Healthcare, Social Development, and Labour from 7 September 2015 to 19 November 2015 and Minister of Tourism, Economic Affairs, Transport and Telecommunications from 20 December 2016 to 4 April 2017.
Boasman also served as labour mediator for Sint Maarten and the Caribbean Netherlands islands of Saba and Sint Eustatius. Boasman has been a long-time member and chairman of the consultative body on civil servants matters (GOA) as well as the president of the Windward Islands Civil Servants Union (WICSU).
As part of the Island Government of St. Maarten, Boasman served as civil registrar and Deputy Island Secretary to the then-Island Council of St. Maarten. He has also worked in the Netherlands with the Land Surveyors and Public Registers Section of the at the Ministry of Public Housing in Rotterdam.
Boasman holds Associates in Antillean Law from the University of the Netherlands Antilles, certification in public administration (Opleiding Adjunct Commies), and Government Archives (Stichting Overheids Documentatie I). Boasman started out his education at the Teachers Training College, Zuid-West Nederland in Netherlands.
Boasman has served on the supervisory boards of directors of several government-owned companies including St. Maarten Telecommunication Holding Company N.V. as chairman and Princess Juliana International Airport Holding Company as member.
Boasman is a long-time member of the St. Maarten Lions Club.
